Water takes 20 seconds to be warm out of a tap

the warm water in our taps take 20 second to be warm with our unvented cylinder set up. Surely this is a issue. I appreciate the cold water in pipes need to come out first, but not for 20 seconds

Unless you have a secondary return fitted, and dependant upon where the cylinder is located you will wait a bit for hot water.
 
Replumb in smaller bore pipe, flow rate permitting, or install a secondary loop.

Alternatively, move the cylinder closer to the offending taps. Or vice versa.
