Waterproofing outdoor steps

I have concrete steps leading up to the front door. The area below steps is in the basement and gets damp after it rains.

Without resorting to roofing felt or other physical barrier what is the best thing to coat on it? Is it bitumen? Is there a non shiny coating I can apply?
