are there any building regulations stating the maximum height of outdoor steps, eg steps leading to a front door?

or else, a guideline height?

outdoor steps, unlike indoor stairs, are subject to bad weather i.e. ice and snow, therefore need to be easier to ascend or descend.

you may not have a banister or grab rail either.

bear in mind also, that stairs or steps are easier to climb up than down, particularly if you are carrying a view impairing object. this makes uniform treads and risers a must.

as marshman says 6" maximum without a grab rail.
