Hello

I am applying clear gloss Ronseal Interior WB poly onto oak which I sanded to 180. The first coat raised the grain a lot. I sanded back using 120 & 180 then tried again. Bumpy again. I then tried applying 2 more coats and hand sanding with 180 to try and flatten. Bumpy again and a matt finish not gloss.

Any idea if I'm doing something wrong?

What is "poly"? Use higher grade than 180 and once you stop having too much raised grain use "in between coats" sandpaper, certainly not 120 grade. You remove too much of the "poly" and you end up back where you were and damage the surface at the same time.
