WC flush does not fill water

Hi,

Once the flush is used it does not fill water automatically. We currently have to raise the lid and press the piece of plastic that sits within a hollow cylinder and then the water starts filling in. It sometimes works without having to do this but doesn't work 95% of times and we have to press this this.

Do I need to replace anyting? Any suggestions most welcome.
