WC pan connector

Help please. I am hoping to convert an old pan connector (large diameter flange on floor behind pan, pan outlet appears to be cemented into it)

I have been told that this has to be cut off at floor level and a plastic connector can be inserted.

This sounds drastic, I don't know what material this connector is, but the property was built in the 70's

Any advice would be welcome

poss cast iron.
cut it off at floor level then stick a mc alpine pan connector in the existing soil pipe to pan
check the diameter of the cast iron it may be a standard 110mm or an old 90mm

Thanks for your help. If I could just pick your brains one more time?
The flange is just about touching the floor, what do I need to use to cut it?
there is no room for a hacksaw.
