WC siphon diaphram washer difficulties?

WC siphon washer. Replacing the old washer but the new circular washer will not comfortably fit. Hence, i templated the new washer with the old washer and cut to old size. Siphon still does not flush correctly - any suggestions?
I have checked the siphon itself for leaks, none apparent.

Siphons can be a bother, and I've stopped using them. For me the Flapper Cistern Valve is so simple and satisfactory.

Don't bother trying to fit a new diaphram washer, just fit a new syphon.
