Weak Parapet Wall

Hi
I own an early Victorian cottage with a parapet wall 1m high at its highest point (it hides a butterfly roof) and it is 4m long. In the process of re-roofing the parapet wall seems to have become weak after taking off some of the rendering and building a new one seem to be the best solution. We’re being quoted ridiculous prices considering the scaffolding is already up and we’d probably use blocks not bricks.

Can you remove it and create 2 verges with the valley draining into a hopper?
