Weather seal

I've had sash window out to fit brush excluder type staff & parting bead.
Put it all back together (took an age!!!!!).

Very happy with results but... Didn't fit a seal on the meeting rail!

For various reasons the window had to go back in.
So I'm now pondering whether I could groove and fit the seal to outward facing top of the bottom sash (without taking it out).

Any suggestions?

you can only router till the base plate hits the frame
so as far as you can then the last 2-3" with a 1/8 chisel
could you not tack an excluder on the top off the bottom window ""
