Welding or other solution for table?

Hi, Bit of an odd problem. We have this side table and the bolt is worn to I can't tighten it.

How might I stick the table stem to the base? Maybe welding? But where would I get such a small job done (if needed) I'm in the UK.

I've attached picture to give a better idea. Pic 1 is the underside, Pic 2 is the upright side.

The head of the bolt. It was star shaped and had very little structure so it wore down really quickly. Now its basically round.
 
Are you able to unscrew the thing? If so, fit another screw (maybe allen headed) as you've been advised......it looks like it may have been a Torx or allen screw originally.

Or use a hacksaw to cut a slot on the screw head and use a flat blade screwdriver.
 
Looks to be plenty of head showing to get mole grips on and remove.Or drill off the head and remove top then get grips on remaining.
