Looks like a Financephalograph to me

There was one in London. I think it was used during training of Treasury officials. I have seen it on film, it was not as complicated as the one shown above, but it did have water "money" flowing around glass pipes and vessels under the control of taps.

I am not sure if I believe the one in the picture really existed.

Before seeing this diagram I knew nothing about economics or engineering.
