Wet or dry?

I am just filling a few small screw holes with filler. In the past I have wet the area to be filled first, and it seemed to work. But yet the directions say apply to a dry surface.
I came across this in relation to plastering "use your spray bottle to "mist" the area to dampen."

Should walls be dry or damp before repairing?

not going to hurt to spray mist them 1st,that way the filler wont roll out of the hole.
