What are the finer details on holes in joists

..... Are smaller 6.5mm diameter holes allowable or is any size hole not allowed.

I have this speaker cable:

to run across ceiling that is going to be overboarded as part of a bigger project to cover a non-asbestos textured ceiling.

There will be 4 runs to each corner of living room and down in conduit chases to brushed wall plates.

Can small holes be drilled in joists or is it better to chase the old ceiling and tack to joists before over-boarding ceiling.

Yes you can drill holes in the joists.
There’s a few rules about hole sizes and spacing, but for such small holes it’s not worth worrying about
 
There are rules for locations of holes and areas where holes must not be drilled, but all these refer to holes up to 25% of the joist depth - which could be a 50mm hole in most cases. A couple of 10mm holes won't cause any problem.
