What are these airbricks?

I’ve had an extension built with hot water underfloor heating. The builder knew that I wanted a patio that looked like a continuation of the kitchen floor but now I find that I’ve got these vents below the cill of my bifolds. Is there anything I can do about this? TIA

They aren't vents for your underfloor heating, they're cavity vents to prevent condensation in your cavity wall. Without them, you'd have a damp wall. They could possibly be moved up a bit but you'd need to seek expert advice on that
 
You would fit an ACCO drain along the wall and use it for venting not draining.

BTW, is not the builder that decided to put the air bricks in.
 
Muggles - thanks, he did tell me they’re fir the underfloor heating but may be wrong. Strange that the side walls haven’t got them.
