What are these bolts?

Can anyone tell me what these bolts might be for? They were behind a cabinet (although not holding it up or being used in any way) in our 1950s 2nd floor flat. That is an outside wall.

Does it hold anything on the outside wall? Otherwise a fixing for a heavy item that has since been removed like a boiler or heating system.

It only one I would say gas pipe, not sure with two.

Possibly gas pipes, where a gas light was fixed to the wall. Caution required if you want to remove them!

Or, since there are two of them, water pipes for a pair of taps? Is (was) this a kitchen or bathroom?

They are blocked off pipes, I have only seen such plugs on gas pipes, usually where a cooker or boiler has been removed
