What does this do and why is it clicking

Recently drianed central heating and to fix a fault. Afterwards turned the heating back on at the programmer. appear to now have no signs of life within the oil fired boiler, programmer on the wall seems ok but now have a valve next to the pump in the airing cupborad clicking loudly every 3-4 seconds.

Pumps does'nt seems to moving, but have bleed air from it

There is water in the header tank in the loft.

Do I need to bleed all rads to cure problem?

Has this valve got an air lock in it or has it died?

sounds like the motorised valve is sticking maybe the spindle and the cogteeth are jumping. so the boiler and pump will not fire up if the valve is not making the micro switchs.
