what is an OR Pole ( telecoms ?)

I expect its OpenReach, formally BTopenreach. The spun off arm of British Telecom who maintain a lot of the physical infrastructure that other ISPs provide your internet over (although NTL/Virgin media have always had their own, and there seems to be a lot of other firms operating a fibre network now, such as city fibre)
It probably means, that the plan is to place an Open Reach pole there, in the not too distant future.
