What is building paper?

My survey states the following:

"The main roof is pitched and covered with interlocking concrete tiles. It is lined with building paper beneath the roof covering."

What is building paper? Also, are interlocking concrete tiles any good for a roof?

He means felt. Interlocking tiles are fine, they're just a term describing the type of tiles it has.

Well yes but more importantly the felt serves the purpose of keeping the roof space dry.

Tarred building paper is a cheap alternative to sarking felt. It was a post war cheap alternative to sarking felt but had a short life span due to perishing.

If, like many other roofs that have building paper as a sarking membrane and yours has subsequently perished, the chances of dust and any other wind blown rubbish getting in the roof is extremely high.

Also, are interlocking concrete tiles any good for a roof?

They are ideal provided that they are not a replacement for slates and where the roof has been designed for such a light weight material.
