I just want the boiler to go of when the house gets to say 21 degrees and come bsck on when it drops under. So I can save on oil and make it run more economically
 
You need a room thermostat for that. If you don’t have one, you need one fitting in order to achieve your request.
 
Can a smart thermostat or wireless thermostat be fitted to this system ?
 
My father is an electrician. He installed his own oil heating system I can ask him. What wireless thermostat do you recommend?
 
I want to have the house sitting at about 21 degrees In winter and for heating to kick in again if it drops under. to go off about 1030pm and back on about 8am

Hard wired and wireless programmable thermostats will satisfy those needs. Hard wired may be tricky to install as a retrofit though.
