What is this on the underside of my floor?

Anyone able to ID this white powdery stuff that looks like efflorescence on the underside of my chipboard floor? It's over a poorly vented suspended floor, and feels slightly damp to the touch. The topside is fine and shows no signs of damp but I'm not quite sure exactly what it is and what I should do (ignore it, clean/treat it, bin it?)
