Ceiling prepare, skim with velvet filler, sand touch up and apply 2 coats of emulsion

Price for doing a small room 2m x 5m with cornice and small sash and case window + shutters. 2 coats ehhshell walls already lined and small cloak room skim and paint (no window) £760. does this sound a lot?

I think the price is taking the pi** and ive never heard of velvet filler either.
