What kind of alarm alarm system is this?

Here where I am at the moment many houses have the perimeter walls with posts on top carrying four horizontal bare wires about 120 mm apart vertically.

Alternate wires are paralleled with the two connections taken back to the house.

Does anyone know how this system works? Better what the make is?

But I have been able to discover that it is a system by Stinger and has a Stingray 2 Controller.

I sm still trying to get info on the controller as its an older model and not covered on their website.
