Tricky, six of one, and half a dozen of the other. Ones got a better memory speed, but smaller SSD; nether stands out, so what is the computer going to be used for.

Get the first one. Please tell me you got the first one?

If you're a "general user", or even a "general gamer" then get the top one. The first one has a much more powerful GPU (Graphics card), which is several hundreds pounds more expensive at least, it is arguably the best on the market, and you'll probably be using it to play high end games at the highest specs for a good few years. The first one also has more storage space. 512Gb isn't a great deal, but much better than 256Gb.

The second one has a better CPU (Processor), but in real terms, you won't notice unless you do processor heavy tasks. Even still, both will perform well. The second CPU is more desirable only for the fact that you can overclock it (boost the speed manually at the cost of more power usage, and increased heat generation). It's not a dark art, but it's easy to get wrong and you can cook your hardware.

Get the first one if in doubt, but as your man said, depends on what for. They both look like gaming computers, and one is definitely better than the other in this respect.
