What to lay on concrete floor?

My garage has been converted and the current floor is a concrete slab (not insulated underneath as it wasn't a new build) I was looking to lay down vinyl tiles from B&Q (the floor is pretty level and smooth) however on top of the concrete I wanted to have some kind of insulation to stop it being so cold and then lay something hard and smooth onto that for the vinyl tiles.

Which is the cheapest form of insulation without making the floor much higher? I was thinking of the foiled insulation bubble foam rolls? Or fibre board? Or laminate underlay?

And then will 3mm hardboard be ok to lay on top of that for the vinyl tiles? Plywood is super expensive for the large area to cover

Was going to lay this direct onto the concrete slab floor
(to retain some warmth)
