What to use in this space? Plaster / mortar?

Hi guys, hopefully a quick one. Just wondering what I should use around this space to fill it out so it can be plastered over. As can be seen the plaster has come away in some areas back to the brick.

I've seen online not to use bonding plaster around a window due to it's permeable properties? Others have suggested a sand / cement mix.

Could I use some mortar to bring the deeper parts level, and then run over it with some finishing plaster?

Obviously need some new beading too.

Do it that way.

Remove any loose plaster before doing it.
