What to use to build up window sill?

I am lowering my window sill so that kitchen worktop can cover the window sill area (i.e., kitchen worktop flush with window sill.) I have removed bricks and plaster now, I've measure it and think I need to build up approx 4cm in height so that it's flush with kitchen unit and ready to receive Quartz worktop.

What can I use to build it up besides brick/breezer block? Plaster? Mortar? Timber frame? The area is 125cm x 16cm.
