What to use to 'stick' PFA blocks?

My electrician knocked one of the internal blocks loose whilst drilling through at ceiling joist level. In attempting to remove the mortar from the block below in readiness to re-affix it, I loosened that block as well. It seems that the mortar is harder than the surface of the block. I now have three blocks needing to be re-seated.

I need to re-seat the blocks without removing the mortar. Any suggestions? Dare I say it, could I use expanding foam etc?

I suppose the proper solution would be to add a mortar bed on top of the existing bed and then at the top, trim the block/s back to fit under the joist?
