What type of plaster?

I’ve just taken the wall paper off the walls and it looks like the walls had been skimmed with sand and cement. Unfortunately they are not smooth enough to be painted so I have to plaster them. So few questions in regards of that. Can I use only PVA and Multi Finish? Or what kind of plaster shall I use and how tick the coat should be? And if I don’t need a tick coat can I leave the skirting boards or take them off?

PVA and multi are fine, the coat needs to be as thick as to make the wall tidy.... I would remove the skirting if possible but i dont suppose it is required, it can depend on the profile though, if it is pencil round you wont have a good edge to work too.
 
Before you start, take some time to read through the archive plastering posts or it will most likely end in tears & end up looking far worse than it does now.
