Why do they have to tart it up with a foriegn phrase "das regt mich auf" like that friggin advert on the tv; Voyage Prive, it must be pretty dire for to have them tart it up with a French name.

It's french so chef is correct, it means head of a diplomatic mission. E.g. ambassador or Consul General.
