Can't say if it's "the best" for your budget but I have a Polaroid PDC 2070 which cost £89.99 about 18 months ago, I beleive you can now get their next model up in the range at Argos for a similar price or possibly even a bit less. [EDIT: yup, it's here, it's the 3070 and it's £64.99

My experience is that the LCD screen quality isn't all that great, but that doesn't affect the quality of the final output which is excellent. It records sound and video too, length obviously depending on the size of the memory card you put in it.
Another big plus point is it's compact size.
I have found that it's very battery-hungry though. 4xAAA Energizers don't seem to go very far, however as it's my first Digi Cam I don't know if that's a bad point about this particular model or perhaps all of them (?)
