It's just a terminal block (not a fuse) which comes as part and parcel of the three pole isolator it sits next to. If you ordered a four pole isolator instead of a three pole, you would not have one of those, and the isolator would be wider.

Why do you need to know? Is it faulty? Just order a new 125amp incomer kit (3 or 4 pole).
 
Some boards don't need them, some boards already have a neutral terminal. The incomers are not interchangeable between boards.

Some boards might not have a neutral to them at all, but this is fairly uncommon these days.
