What's this 'honey-like' stuff in this paint?

I knew i didn't have much Zinsser BIN left but i thought i had enough left over to paint up a fresh skirting piece.

Opened up the tin & saw this stuff....



What is it? & does it mean the paint is bad or does it just need a stir & it's good to go?

Have you never seen that before?! Grins. Yeah, it's absolutely fine, it's just paint separation and is completely normal. Stir and good to go as you say.
 
Read the tin, it will say do not stir.
Just use the paint, if you stir you will need to leave it to settle.

Its not a thixotropic paint so i doubt very much is says do not stir on the tin, stirring is essential with most paints as they separate in the tin as yours has done. Stir it well and you'll be ok to use straight away.
