Whats this in the loft...?

Hey guys,

After fixing my hot water issues with my immersion heater, I ventured into the loft upstairs in my new house only to find this;

I've not removed the insulating covers yet, but just wondered if anyone could pass judgement as to what it is. I assume its something to do with the water in the house, but plumbing is not really my area.

It's a cistern roughly wrapped in mineral or glass wool insulation.
