What's this pipe then?

I'm excavating this area for block paving where an outdoor toilet once was. Just stumbled upon this pipe next to the soil pipe. Is this (or was) a water or gas pipe?

Nice one thanks. Are these safe to cut/not in use?

If the pipe is not sealed at the end ,and nothings coming out if it ,you can cut it.

I'd seal the drain off with some concrete whilst you're at it too, just in case Ratty decides to try and use it as an exit.
