Where to measure when determining height of land adjacent to outbuilding?

Hi,
This has been covered in various ways over the years and the planning portal (to me) is very clear. BUT… it has been suggested to me that an outbuilding within 2 metres of a boundary should be no more than 2.5 metres high when measured against the lowest adjacent land.

The planning portal says “The height of the building, enclosure or container should be measured from the highest ground level immediately adjacent to the building, enclosure, or container to its highest point.”

I appreciate planning is complex so I might be unaware of alternate guidance or rules.

So, am I missing something?

Its from the highest adjoining ground level as I understand it.
