Which latch/ closing device for a domestic fire door?

Hi- Can anyone please advise if I need a specific type of fire-resistant latch (and does it too need intumescent pads) when fitting a 30 min domestic fire door?

Also, I guess the door-closer needs to be fire rated too. Are concealed closers acceptable/ any good? (The door weighs 40kg and hinges against a nearby wall at right angles, so a door-closer with an 'arm' may hit wall).

On a budget, as ever.....

Is this an existing fire door, or one being newly fitted, for example to comply when doing a loft conversion?
 
Good point. Newly fitted, garage conversion, and as specified by mr building control man.
