Which sealer/primer?

I've got some coving/tops of walls which suffered water damage and the salts/flakes came out.

It's now dried out and wondering which sealer/primer to use before redecorating.

Usually use zinsser, but I'm not sure which one in this case

I have their Cover Stain, but wondering whether the 1-2-3 plus would be better?
 
Zinsser BIN for water damage for many reasons..
Coverstain is thicker. Way longer cure time.
Then 123 you mention has limited stain blocking ability. The 123+ is better but not as good as BIN

So you recommend solvent based as opposed to water based?
 
BIN aqua has mixed reviews. I've used Johnstones stainaway over nicotine and water stains and it worked ok. Still a bit of a off white look about it but ok.
If you chat to paint reps they explain about stains and what works and what don't. Just because it says stain block on tin that don't mean it will cover everything on all surfaces.
Waterbased stain blockers are not very good but can do a job when used.

I would use alkali resisting primer on the area once you have brushed off the salt , carefully ......2 coats .....applied as instructed on tin

Using a water based primer like zinser 123 or aqua on areas showing salt ingress would mean avoid water based primers as that's going to activate any salt still left there

DONT clean down with any water before primer , only use meths .....if possible leave the affected area to be sealed by your alkali primer

Once the alkali primer has dried I would use Zinser BIN , Zinser Cover Stain etc
