Either fit a new top but chase out wall so it's sunk in a tad or cut a new top a tighter fit.
As for caulk it can be painted.
As for staying white in that situation maybe not forever. I'd use a polymer white mastic. Mask the wood tight to joint and pull soon as you do it..
