Why no E27 Pendant fittings in UK?

E27 fittings are not allowed to be installed in fixed wiring in the UK any more for safety reasons I am led to believe, they are only permitted in portable lighting.

How would an E27 fitting be any more safe in portable lighting than it would be in fixed light fixtures?

E27 holders and fixed wiring. Don't forget the batten holders and (decorative) ceiling/wall lights at which the fixed wiring terminates. BTW, if I want any E27/E14 holders, I buy when I am in Spain!
