Why would you not fit a service valve on the primary feed?

Why would you not fit a service valve on the primary feed pipe to a central heating system?

Unrestricted path back to the boiler ,eg boiler with no high limit stat , boiler stat fails , boils ? service valve shut , boiler boils dry !

Than it might be a combined cold feed & vent ??
 
as well as transams excellant explanation because it is a feed and expansion pipe, so as well as the water running down into the system it also goes back up into the tank under normal use so if it was inadvertantly shut the water could not go back up into the tank and would end up going back up the vent pipe
