Harry isn't even in the running. He no longer undertakes any royal duties/engagements and William has a few children who are next in line if he does take over and something happens to him.
If the children are too young to take up the position then a council of members, (or some such council), will take on the responsibility until the eldest is old enough and has been 'educated' in what is required of him.
