Willis immersion heater not working

I have a willis type immersion heater thats not working, I am unfortunately running Economy 7, I believe that there is electricity going to the heater, (well the switch three feet away from it is lighting up) how do I check the thermostat and heating elements in this kind of heater? All the information I can find only explain in detail how to fault-find internally heated immersions. Turns out willis ones are NI only basically. I am intending to bell out the cable to the unit if i can manoeuver my wrist and screw driver enough to get underneath it. Its right and close to the ground.

all info and advice would be appreciated.

I remember hearing about these Belfast specials, but I can't remember much about them.

However - if the live and neutral are both present, it has to one of these:

A loose or broken wire
A duff control or limit thermostat
The element itself - you may hear a fizzing noise if it is this - although if you have an earth trip, it should trip it.
