Is it easy to create a user account that lets a user use the internet, office etc and save stuff, But not let em change the desktop menus, muck about with wireless connection, or change the clock settings either?

Yes it is very easy, but.....you will need to understand what your doing
Creating a LIMITED account will stop the user from deleting SYSTEM files plus INSTALL/UN-INSTALL and programs
To disable configuring START MENU items and WALLPAPER you will need to create a LOCAL GROUP POLICY

I'm confident with installing and setting up windows, would be ok trying it out. I'll be able to pick it up. I'm helping someone set up their pc, it's really to stop his hideous.. Err i mean delightful little nephew from causing damage to settings.. Software installations, the date and time, wireless network connection settings etc.
or you could do the following and set up guest mode- as opposed to the guest account
