Window restrictor fitting to Metal framed window

I want to fit a couple of these window restrictors

To a top hinged metal framed window which opens out wards.

The window is located about 20ft up on the first floor

Fitting one end of the restrictor to the window frame Is fine as I can do this from inside the property but issue I have is that I can't safely access the sides of the moving part of the window in order to fit the other end of the restrictor.

Apart from hanging out of a window or climbing up a ladder is there any safe and easier way to do this?

I was wondering if any one knows how to remove the window from the frame (from inside) so I can do the work then refit the window once I'm done? All of the current fixings seem to be riveted so I can't unscrew anything.

Yes I've looked at the corded ones, they don't look as neat when fitted but
I may have to use one of those as a last resort.

I'll see it i think I can lean out the window a bit without falling out before buying the corded type
 
Its not too hard just a bit fiddley. I would recommend have a magnetic bit in the drill to hold your screws though.
