window rivet / screw ?

My mum is worried about a missing ... I think it's a rivet.... on the hinge of her double glazed window (magnify 3rd pic to see).

How do I fix? Or if it needs a professional, what kind of specialists and how to find?

 
Mike. Looking at your problem I think it should be reasonably easy to fix. One problem however is that between the arm on the friction stay (hinge) and where it was originally attached to the sash is a spacer - did you or your Mum find a small nylon/plastic disc lying around somewhere? If not, you will have to get on the step ladder and look at his partner on the top to get an idea of the stack height of the spacer and make/cobble together a nylon bush to stand the sash away from the arm of the stay before you can re-rivet it in place otherwise the sash may drag on the hinge and subsequently the reveal where the sash closes in to.
