Window Sealing Query

Hi folks. Have a house with double glazing that was put in in 2002. Internal frames are quite damaged by condensation and it has always seemed like there’s cold bridging.

I noticed today that the external sides have a sort of plastic facing which is siliconed between the frame and the wall. The seals have deteriorated so I’m going to remove, clean up and put back on.

Once I removed the first strip, there is a clear between the window frame and the brickwork. Should this be filled in some way or should this be left and once the strip is back on it, it’ll be fine?

Actually thinking about it, do I need that overlay strip at all? Why not just use sealant around the frame rather than that strip with sealant on both sides?
