sealing around old windows

I have an Edwardian House with the original wood-framed windows around the front. Drafts occur between the frame and the panels which open, and I was wondering whether there is a way to seal these. Self-adhesive strips seem the easiest but the window won't close properly if I put them in. A friend told me of a product they use in France: a kind of silicone sealant which you apply to the inside of the frame with the window open; you then put a strip of backing paper on the corresponding window (something the silicone won't stick to, like the backing paper for stickers) and close the window. The silicone then fills any gaps precisely and when it's dry you can open the window, remove the paper strip and cut away any excess silicone.

Does anyone know whether I can get this stuff in the UK? What's it called?
Any help?
