Window Sill Probs

Hi, Hope you can help.

My window sill has been primed with an Acrylic primer, i didnt not sand after that, i then added my 1st coat of Satin, it definately needs another. I noticed when it has dried in parts I have put it on thicker than other parts and it looks a little gloopy. Should i just put the second coat and see what it looks like or lightly sand with and 80grit to even out and then re-apply 1st coat followed by second once dry?

I would sand back and get the surface smooth and then apply another coat.
