Window with gap under sill

I have discovered a gap underneath one of my window sills. It measures 2" by 5/8" by 31". See below.

Should I leave the gap or fill it with wood/cement?

does go to the inside?
if your worried how about filling it with expanding foam and then silicone?
 
Under that cill should be a groove that allows water to run off the cill and then drop clear.....preventing water from running under the window frame.
Only seal back from that drip groove to the stone work with some silicone (if you can get in).
Theoretically in should have been sealed when the window was installed.
