Windows and Outside Noise

Hi

My house is located near the A580 in Manchester, and its a fairly busy road at all times during the day. The windows are double glazed, however the seals around the edges of the windows look rotten and cracked and also the black seals around the inside of the windows look crushed and non-sealable like (if you understand what i mean).

The problem is, the traffic noise is quite bad even on a quiet day and i'm wondering whether replacing all the seals will block out more of the noise. My parents have double glazing and traffic noise is almost none existent.

Please help?

Secondary glazing will improve noise level, I have a sliding secondary glazing and the frame all match my outside window so you don't noticed it in my bedroom 150mm away from the window
